Units

The Data Management Unit office is a unit under the office of the Executive Chairman that responds to all ICT needs of the Authority.

The DMU office was established as a direct partnership of ECTDA with Nigerian Infrastructural Advisory Facility (NIAF) of DFID towards assisting the authority in carrying out its mandate within the municipal city and improving Enugu’s urban infrastructure and the quality and reliability of related services – a spatial Database Management System (DBMS).

THE WORK OF DMU INCLUDES THE FOLLOWING:

  • Scanning of all incoming building drawings into ECTDA plan Man site
  • Electronically tracking all received building drawings
  • Maintaining a digital record of building plan approvals and non- approvals
  • Maintains a digital portal – through its plan Man application, by which the authority can digitally receive and sends correspondence to the public
  • Maintains a Raster image for the Authority
  • Acquires data for digitization into ECTDA Raster Image
  • Maintains a Geographic information system center – through which we can create, design and print out Maps
  • Scanning and digitization of Maps and layouts received from MDAs into ECTDA data base
  • Production of aerial Image of the capital city – can be used in resolving disputed Land areas
  • Responds to all ECTDA ICT related needs and requests etc.
  • The desk officer for all ECTDA partnership with Multinational organizations like DFID, Nigerian Infrastructural Advisory Facility (NIAF), Rockefeller Foundation, Enugu 100 Resilience Cities etc.

DMU STRATEGIC OBJECTIVES:

  • Orientation and navigating the Enugu Capital Territory
  • Building GIS database from previous records
  • Location of sites etc.
  • Production and printing of Maps and Layouts
  • Strategic Land – use mapping of Enugu Capital Territory 6.Major land uses, points of interest – e.g. Government building and other assets etc.

The information unit is responsible for general publicity, publications, promotion of good images and protocol activities of the ministry. The unit is under the office of the Executive Chairman and the information officer reports directly to the Executive Chairman.

FUNCTIONS 

  1. General Publicity 
  •  News coverage of the Executive Chairman’s activities and the ministry at large through the press.
  •  Dissemination of information to the public, attending to public enquiries, announcements, adverts, bills and posters etc. 
  • Organizing press conferences, interviews, briefings and issuing of press releases. 
  • Publishing bulletins/journals. 
  • Collection and correction of media information for Chairman’s guidance. 
  • Press monitoring, writing of rejoinders, commendations where necessary. 
  • Monitoring press clippings, researches, opinion surveys and other information gathering. 
  • Accompanying the Executive Chairman to official public functions and tours for protocol and publicity reasons.
  • Assisting in preparation for Executive Chairman’s addresses.
  • Generation of image making ideas, activities and information necessary for goof administration. 

2. PROMOTIONS

  • Organizing of special events e.g. end –of – year parties, press get-togethers, anniversary celebrations, seminars, public shows e. t. c.
  • Procurement and packaging of PR giveaways e.g. present of souvenirs. 
  • Guest relations activities e.g. Receptions, cocktails. 

3. PROTOCOLS 

  •  Ensuring observance of proper protocols for the office of the commissioner at all times and in public functions. 
  • Carving out protocols activities for the Executive Chairman e. g invitations, acceptance of invitations, apologies for oversights etc. 
  • Making seating arrangements for meetings, public functions 
  • Booking of engagement/appointment. 
  • Publishing diary of Executive Chairman’s engagements and informing members of the entourage to such functions. 
  • Any other activities as may be directed by the Commissioner, attending briefings of Executive Chairman/Director of information or other appropriate authority. 

PUBLICITY PROGRAMME/VISION OF THE UNIT 

 The information unit has a vision of carving the policies and programs of the state in the areas of transport, development control and planning, research and statistics to the general public, through in depth and analytical news reports and back grounders, namely: documentaries, special focus, supplements in national dailies, commentaries/analysis, TV panel discussions, features, paid adverts, out-doors bill boards adverts jingles etc.  

Legal unit is an outfit in the Executive Chairman’s office which is primarily saddled with the following functions.

  • Interpretation of legal issues as it concern the Authority.
  • Drafting and vetting of legal documents including M.O.U’s, contract terms and engagement procedures.
  • Liaising with ministry of justice in relation to legal issues with the Authority.
  • Preparation of witnesses to cases brought against the Authority.
  • Representing the Authority in legal matters in courts.
  • Supervising the stages of all the cases in courts.
  • Processing legal documents as they pertain to prosecutions of contraventions.
  • Preparation of letters to security personnel’s in relation to the Authority’s activities.
  • Making/carryout researches on laws pertaining to the Authority in comparison with other Capital Territory laws.

The project Unit is an arm of Development Control Department established for supervision, inspection / monitoring all ECTDA sponsored projects.

The Project Unit is comprising of the following professionals.

  • Architects
  • Civil engineers
  • Mechanical Engineers
  • Structural Engineers
  • Builders
  • Quantity Engineers

Duties

  • Vetting / appraising of working drawings sent in from the L.G.A to ensure that they conforms to the standards required.
  • Designing and approving all ECTDA project.
  • Estimating of project cost and ensure that commissioned projects are executed within specified time frame.
  • Plans role in project management within the ECTDA
  • Project department set up the estimates, the budget and the construction time table for the projects within the jurisdiction of ECTDA.
  • They ensures that the construction projects complies with the building codes and any other legal or regulatory requirements.
  • Project department of ECTDA is the overall planning, coordination, monitory and control of a project from beginning to completion.
  • Plan the developer of projects at hand.
  • Report progress of projects by suitable media to sector management, maintain and update project reporting to the Executive Chairman through the permanent secretary.
  • Enforcement of Enugu state traffic law. Cap137. Enforcement of Uni -directional parking in the streets.
  • Removal of break-down vehicles from the road.
  • Removal of disused or abandoned vehicles from the road/streets.
  • Ensuring zero traffic gridlock on the road.
  • Closure of illegal Motor Park.
  • Protection and installation of road furniture’s/signage.
  • Removal of all obstructions on the road.
  • Ensuring free-flow of traffic in all the roads in Enugu urban.
  • Other special traffic duties/operation to safeguard lives and property and reduce road accidents.
