Departments

The Executive Chairman is the chief executive of the Authority and he is responsible for the execution of the day to day business of the Authority and matters relating to the Authority and matters relating to the Capital Territory.

The Executive Chairman advises the governor on issues relating to the development of the capital territory.

FUNCTIONS

  • 1. The Executive Chairman exercise general supervision and control over members of the Authority.
  • 2. Direct the activities of members of the Authority.
  • 3. Manage the Authority’s finance; and 
  • 4. Deploy the human and material resources of the Authority in such a manner as will best ensure the attainment of the aims and objective of this law.
  • The permanent secretary is responsible for efficiency and effectiveness of the ministry and coordinates the activities of all the directorates of the ministry.
  • The permanent secretary is also the accounting officer and administrative head of the ministry.
  • The permanent secretary is also responsible for the day to day administration of the ministry. Initiation and formulation of policies, coordinating the functions of all directorates of the ministry. 
  • The permanent secretary coordinates the work of the departments and vets the work of other legal officers before forwarding it to commissioner for his approval. 
  • The permanent secretary has responsibility for all matters of personnel, promotion and discipline.

Administration and supplies department is one of the key departments created to fulfill the mandates given to the authority. The department is charged with the following responsibilities namely 

  • Human resources management 
  • Recruitments, promotions &advancement. 
  • Staff welfare and career development. 
  • Discipline. 
  • Procurement and stores. 
  • Training and Staff development. 
  • Maintenance of office equipment. 
  • Transport.
  • Secretariat of board and management meetings. 
  • Any other duties that maybe assigned by the Executive Chairman and permanent Secretary. The authority has a well-motivated compact workforce. 

It is already an established fact that finance is the life-blood of any organization invariably a veritable, instrument for successful execution of the assigned functions of the ECTDA.

The Account department of any establishment is vested with the responsibility for good financial management through maintenance of efficient revenue generating and accounting system.

STAFF SCHEDULE OF DUTIES

HOD (Finance and Admin):

Advises the Executive Chairman on Financial Management.

  • Overall management of income and expenditure of ECTDA.
  • Endorses approval from the Executive Chairman for payment
  • Counter Signs all payment vouchers and Cheques.
  • Keeps custody of revenue receipts
  • Represents the Dept. at management meetings.
  • Signs & keeps custody of cheques including other security documents.
  • Other duties as directed by Hon. Chairman.

Pay Officer:

  • Responsible for settlement of all expenditures incurred at the ECTDA.
  • Prepares and manages the payment of cash book
  • Receives revenue from the Revenue Office in form of remittance.
  • Presents vouchers and cheques to HOD (F7A) for cross-checking before payments. •Presenting daily posting for HOD (F7A)’s verification.

Revenue Officer:

  • Responsible for receipt of all revenues accruing to ECTDA.
  • Prepares the revenue cash book.
  • Liaise with banks for purpose of obtaining credit advice.
  • Prepares remittance vouchers for payment to pay officer
  • Prepares the bank reconciliation statements.

Other Charges:

  • Raises the vouchers approved for payment.
  • Keeps the vote book register.
  • Keeps the voucher register.

Payroll:

  • Prepares salaries and allowances.
  • Defends the salary variations for staff Ministry of Finance.
  • Does the monthly data entry of staff salaries at the Ministry of Finance Computer Centre.

Internal Auditor:

  • Ensures strict observance of the provisions in the financial instructions.
  • Undertakes market survey of prices of items to be produced etc.

Accounts Data Processing unit:

  • Types all confidential accounts mails.
  • Ensures that all the documents typed are properly kept.

Revenue Sources: 

ECTDA is a generating ministry with the following sources of revenue:

  1. Remittance from government,
  2. Fines from road traffic offences
  3. Plan approval fees,
  4. Registration of contractors
  5. Parking fees,
  6. Advert on parks,
  7. Outdoor adverts,
  8. Beautification of major monuments
  9. Advert from lamp post,
  10. Tender fee,
  11. Permit license,
  12. Fine from unauthorized installations,
  13. Advert from directional gantries,
  14. House numbering.

Environmental Health and Safety Department is mainly a policing department for the Ministry of Environment, Ministry of Health, Enugu State waste management Authority and the three Local Government Area that made up Capital territory namely: Enugu North, Enugu-South, and Enugu East. The job we do is those of Environmental health and safety jobs agencies supposed to mortgage tendencies.

 

JOB SCHEDULE OF ENVIRONMENTAL HEALTH AND SAFETY DEPARTMENT ARE AS FOLLOWS:

  • Overseeing that the capital territory is free filth and dirt.
  • Monitoring of water ways as the public always build on it.
  • Making sure that the public and some landlords discharge their effluents from their sanitary conveniences into the water bodies.
  • Making sure that all industries, schools, hospitals, hotels, filling stations, adhere to approved health and safety standards.
  • Monitoring of noise nuisances enacted by some religious churches within the town with their speakers, besides determine their purpose clause in terms of Allocation of their plots.

The physical planning and development control department is commissioned to undertake the basic responsibility of maintaining a strict compliance of the city master plan, by performing the following functions:

  • Monitoring / Supervision of the physical development within the capital city.
  • Inspecting of sites and work progress in line with granted approval
  • Identification of problem areas i: e inimical development within the capital city.
  • Vetting of building plans before granting approval.
  • Prompt demolition of inimical developments
  • Supervision /Removal of street trading activities.
  • Supervision of municipal services.
  • Urban renewal activities.

These functions were carried out with a common view to achieving the following:

  • A sustainable physical plan for the city
  • A convenient setting for living, working and recreation.
  • A smooth flow of various activities carried-out but carefully integrated land uses. However, it is important to elucidate on some of the activities carried- out by this department under the following headings.

SLUM UP GRADING:

Some deteriorated areas / location have been successful recovered under this scheme i.e. Ugbo Chime at Thinkers corner pocket layout while other areas were still in progress i.e. Ugbo Alfred, Udi siding, Obiagu etc.

PROJECTS:

The department has successfully identified locations and supervised the installation of 257 (two hundred and fifty seven) Korean made solar powered has shelters within the capital city.

Also the installation of 1079 (one thousand seventy nine) street signage is ongoing with it 1st phase completed.

DEMOLITIONS: 

This is an outright removal of an encroachment or inimical development by force. 

REASONS FOR DEMOLITION:

  • Overriding public interest
  • Building without approval
  • Building on non – existing layout
  • Building on indigenous local lands
  • Disregards to the approval set back by development control Authority.

Sometimes govt do not envisage a future development and when the need arises demolition occurs.

Some people build without approval from the relevant Authority (ECTDA). Building that fall short of this get demolished.

Building in non-existing layout attracts demolition in Enugu state. The likes of Rono layout which was replaced with umuchigbo super – imposed a new name on the existing one.

A lot of people disregards this order and are always developing without taking notice of this.

Some fraudsters may have different layout fraudulently produced and sold to innocent victims who buys the plot without verifying the authentic layout from the relevant authority. Building of such falls into demolition.

Usually, in every approved designed by development control for a building, there are relevant setbacks for the front, back and side of building. Some do extends beyond this limits and can equally attract demolition.  

Activities of the Department:

  • Preparation and production of the plan for its MDA’s/ sector
  • Review and production of plans for its MDA’.
  • Coordinate the preparation of Annual Budget of the MDA’s
  • Preparation of yearly work plan for the ministry
  • Preparation of policy briefs and other policy documents
  • Preparation of EXCO memos and other memos where applicable
  • Monitoring and Evaluation and Reporting and policies, plans, programs and projects of the MDA’s
  • Preparation of quarterly and annual progress reports of the MDAs.
  • Circulation of quarterly and annual reports
  • Collection, storing, updating and dissemination of relevant data for planning and other uses.
  • Provides secretariat of the Ministerial Tenders Board
  • Articulating and packaging of proposals for Donor assistance.
  • Coordinating all partnership programs in the MDAs
