Enugu Capital Territory development authority was created by the house of assembly laws no.5 of 2009.Administration and supplies department is one of the key departments created to fulfill the mandates given to the authority. The department is charged with the following responsibilities namely 

 1.Human resources management 

 2.Recruitments, promotions &advancement. 

3.Staff welfare and career development. 


5.Procurement and stores. 

6.Training and Staff development. 

7.Maintenance of office equipment. 


9.Secretariat of board and management meetings. 

10.Any other duties that maybe assigned by the Commissioner and permanent Secretary. The authority has a well-motivated, professional, focused and compact workforce of ninety one (91) permanent staff drawn from the various ministries, departments &agencies and forty five (45) ad hoc Staff.

The department is headed by Mr. George Iloha and assisted by a team of ten officers.
